No matter how eloquent, a lengthy email that outlines all of your requests and justifications in a single communication is (a) not strategic, and (b) unlikely to be appreciated—or fully read. An email should be viewable on a single screen without scrolling. If not, consider starting with a “mini table of contents” (chapter 2)
